Valeriy Nikolayevich Kondratyuk was born in the Vladimir region of Russia. At the age of three, his family moved to Naro-Fominsk, a town in the Moscow region, where he would spend most of his life. In 1964, he graduated from the Kalinin Moscow Art School, laying the foundation for his artistic journey.

In 1969, Kondratyuk became the director of the artistic workshop in Naro-Fominsk, a position he held for several decades.
